BHGF“健康中国”医院管理赴浙江公益交流学习顺利完成

2018年9月7-8日，由北京华通国康公益基金会(BHGF)组织，浙江大学医学院附属第二医院、浙江省人民医院联合承办的“健康中国”医院管理公益交流活动顺利举行。三期学员分别由来自西藏自治区卫计委、陕西省医院协会、广西壮族自治区卫计委组织的近50位医院院长及卫生行政管理干部组成。

 浙江大学医学院附属第二医院陈正英书记、浙江省人民医院黄东胜院长对交流学习团一行到访表示欢迎，感谢北京华通国康公益基金会(BHGF)对承办医院的信任和支持。他们表示，积极践行党的十九大精神,推进“健康中国”战略，是所有医院管理者的使命与担当。希望能够通过本次经验交流，借助“健康中国”医院管理项目平台，为中东西部医疗事业发展提供更大的助力，进一步提升医疗服务能力和水平，惠及更广大患者，树立合作示范标杆。本次交流活动的课程安排，将结合医院的自身发展，在医院精细化管理、“互联网+医疗健康”、以及具有浙江特色的服务改革目标“最多跑一次”等方面进行充分的交流和沟通。来自西藏、陕西、广西的学员代表分别对北京华通国康公益基金会（BHGF）和浙江大学医学院附属第二医院、浙江省人民医院精心组织的公益活动表示感谢，希望通过本次公益交流活动，加强与高水平同行之间的沟通交流，学习和借鉴在医院管理方面的工作经验，进一步开拓了工作思路与视野，促进资源共享，实现共同发展。

北京华通国康公益基金会（BHGF）理事长陈冉女士在致辞中提到，BHGF作为一家由民政部门正式批准的公益慈善组织，一直致力于搭建“健康中国”公益交流平台，通过国内医院分享专科特色和管理内涵，帮助到中东部地区更多医院共同发展和进步，让老百姓在当地能享受到良好的医疗水平和服务。陈理事长特别感谢以浙江大学医学院附属第二医院、浙江省人民医院为代表的国内医院为公益交流活动尽心尽力和勇于担当，为来自各省的医务同仁们提供了大力帮助和支持。

浙江大学医学院附属第二医院陈正英书记、浙江省人民医院黄东胜院长分别就“浙江大学医学院附属第二医院发展概况”、“人文医院建设的实践与思考”做了精彩演讲。此次交流学习内容涉及“JCI标准下的医院精细化管理”、“互联网+医疗健康新政践行与探索”、“空中急救体系的构建”、“日间手术的流程管理与优化策略”、“质量安全管理”、“最多跑一次在浙人医的实践”等专题。在浙江大学医学院附属第二医院，交流团实地参观了滨江院区和解放路院区；在浙江省人民医院实地参观了为改善患者服务体验的入院准备中心、检查预约中心、出院带药中心，以及具有特色的临床技能培训中心。

BHGF立项开展“健康中国”医院管理公益交流项目，旨在加强东中西部地区间医院的交流，通过实地考察、精品课程和经验分享等方式，借助国内大型医院在医院发展、学科建设、科研教学及人才培养等方面的成功思路和经验，提升各地公立医院发展水平，带动当地基层医院发展，促进医联体建设和分级诊疗实施，从而实现医疗资源合理利用和全民健康的目标。

BHGF "Healthier China"Hospital Management Exchange Program Successfully Completed in Zhejiang

 Co-organized by Beijing Huatong Guokang Foundation(BHGF), the Second Affiliated Hospital of Zhejiang University School of Medicine and Zhejiang Provincial People’s Hospital, the "Healthier China"public welfare exchange has been completed successfully from September 7th and 8th, 2018. The three sessions of delegates were composed of nearly 50 health&administration cadres and presidents of hospitals, from Tibet and Guangxi Commission of Health and Family Planning and Shaanxi Provincial Hospital Association.

 Mr. Chen Zhengying, Party Secretary of The Second Affiliated Hospital of Zhejiang University School of Medicine and Mr. Huang Dongsheng, President of Zhejiang Provincial People’s Hospital welcomed the exchange delegation and thanked BHGF for its trust and support to the host hospitals. They said that it was the mission of all hospital managers to actively implement spirit of the 19th National Congress of the Communist Party of China and promote the "healthier China" strategy. It is hoped that through experience exchanges, with the help of the "Healthier China" hospital management program platform, it will provide greater assistance for the development of medical services in the eastern, central and western regions, thus to further enhance the capacity and level of medical services, benefit more patients, and set a good example for cooperation. The course arrangement of this exchange activity will combine with the development of hospital to make full exchanges and communication in the refined management of the hospital, "Internet + medical health", and the service reform goal of "solving the problem at the first run " with the characteristics of Zhejiang service reform. Representatives from Tibet, Shaanxi, and Guangxi expressed their gratitude to the BHGF, The Second Affiliated Hospital of Zhejiang University School of Medicine, and Zhejiang Provincial People’s Hospital for their well-organized public service activities, hoping that through this public welfare exchange activity, communication and exchanges with high-level collegues will be strengthened, work experience in hospital management will be learned, work ideas and vision will be further expanded, resources sharing will be promoted and common development will be realized.

  Ms Chen Ran, Chairman of Beijing Huatong Guokang Foundation (BHGF), mentioned in her speech that BHGF, as a charitable organization officially approved by Ministry of Civil Affairs, has been committed to building a “Healthier China” public welfare exchange platform, sharing specialties and management connotations through domestic first-class hospitals, helping more hospitals in the central and eastern regions to develop and make progress together, so that ordinary people can enjoy first-class medical standards and services in their local areas. Ms Chen is particularly grateful to the leading universities and hospitals represented by The Second Affiliated Hospital of Zhejiang University School of Medicine, and Zhejiang Provincial People’s Hospital for their dedicated and courageous activities for public welfare exchanges and great assistance and support to medical colleagues from various provinces.

 Mr. Chen Zhengying, Party Secretary of The Second Affiliated Hospital of Zhejiang University School of Medicine, and Mr. Huang Dongsheng, President of Zhejiang Provincial People’s Hospital respectively made excellent speeches on "the general situation of the Second Affiliated Hospital of Zhejiang University School of Medicine’s development and "the practice and thinking of the humanistic hospital construction". The exchange contents involve the topics of "hospital refined management under JCI standards", "practice and exploration of Internet plus medical health policy", "construction of air first aid system", "process management and optimization strategy of daytime surgery", "quality and safety management", "practice of solving the problem at the first run in Zhejiang Provincial People’s Hospital " and so on. In the Second Affiliated Hospital of Zhejiang University School of Medicine, the exchange group visited the Binjiang sub-division and Jiefang Road sun-division of the hospital. In Zhejiang Provincial People’s Hospital, they visited the hospital preparation center for the improvement of patient service experience, the inspection reservation center, and the discharge medication center and clinical skills training center.

 BHGF initiates the “Healthier China” Hospital Management Exchange Program to strengthen the exchanges between hospitals in the eastern, central and western regions. Through hospital onsite visits, quality courses and experience sharing and with the assistance of ideas and experience in hospital development, discipline construction, and scientific research of domestic first-class hospitals, it will enhance the development of local primary hospitals, promote the construction of medical associations and the implementation of grading diagnosis and treatment, so as to achieve the goal of rational utilization of medical resources and good health for all people.
