“健康中国”医院管理高质量发展江西研修班顺利完成

为加快推进健康中国建设，推动医疗服务高质量发展，建立优质高效的医疗卫生服务体系，由江西省卫生健康委员会主办，江西省医院协会承办的“健康中国”医院管理高质量发展研修班在江西南昌顺利举行，来自全省各地共计100多家医院负责人参加此次培训，此项目获得北京华通国康公益基金会支持。

开幕式上，江西省卫生健康委员龚建平副主任主任对北京华通国康公益基金会提供的公益支持表示感谢，并在致辞中强调，我们要用系统化思维来推动医院高质量发展：以高质量服务体系、高质量岗位管理、高质量运营管理、高质量信息管理、高质量宣传发展、高质量服务模式、高质量人才队伍建设、高质量人文文化建设以及高质量绩效考核等十个方向为中心实现公立医院高质量发展。龚主任指出，医院应以需求为导向，引导人员的培养、使用，进一步完善人才培训制度，加强护理、儿科、麻醉、重症、精神等临床紧缺人员的培育；实现医院精细化管理的同时也要注重医院人文文化建设、重点学科及平台学科建设。陈冉理事长向参会者介绍了基金会所开展的项目和今后的公益支持方向，表示基金会将会继续支持医疗机构高质量发展，以精益化管理和持续改进为抓手，积极推动医院改进医疗服务质量和提升管理水平。

本期研修班特邀请到国务院参事、国家卫生健康委医政医管DRG质控中心邓小虹主任；国家卫健委医院评审专家、泰达国际心血管医院董军副院长以及上海市公共卫生临床中心党书记、全国新冠肺炎医疗救治专家组成员卢洪洲教授进行专题授课，围绕“DRG如何应用于医院绩效评估和医保支付”、“公立医院55项国家考核指标解读及数据分析”、“突发性公共卫生事件管理”、“医院精益化日常管理和持续改进”等专题进行讲授，生动形象阐述了精益日常管理的关键因素，深刻解读了医院绩效考核政策，并对DRG在医保和绩效考核的应用做了深入分析。参会人员对本期培训课程给予了很高的评价，表示课程内容紧贴当前形势，对医院发展指导性强，与医改紧密结合，抓住了医院发展的核心。

The “ Healthy China” Hospital Management High-quality Development of Jiangxi Seminar was Successfully Completed

In order to accelerate the construction of Healthy China, promote the high-quality development of medical services, and establish a high-quality and efficient medical and health service system，the "Healthy China" Hospital Management High-quality Development Seminar which was supported by Beijing Huatong Guokang Foundation(BHGF) hosted by Health Commission of Jiangxi Province and undertaken by Jiangxi Provincial Hospital Association was successfully held in Nanchang Jiangxi Province. More than 100 hospital leaders from Jiangxi Province participated in this training seminar. 

At the opening ceremony, Gong Jianping, deputy director of Jiangxi Provincial Health Commissioner expressed his gratitude for the charity support provided by Beijing Huatong Guokang Foundation, and emphasized that we must systematic thinking the promotion of the high-quality hospitals development: Ten directions including quality service system, high-quality job management, high-quality operation management, high-quality information management, high-quality publicity and development, high-quality service model, high-quality talent team construction, high-quality humanistic culture construction, and high-quality performance appraisal to achieve high-quality development of public hospitals. Director Gong pointed out that hospitals should be demand-oriented, guide the training and use of personnel, further improve the personnel training system, and strengthen the training of clinically needed personnel in nursing, pediatrics, anesthesia, critical medicine, and psychology; while achieving refined management of the hospital, it must also Pay attention to the construction of hospital humanities and culture, key disciplines and platform disciplines. Chairman Chen Ran from Beijing Huatong Guokang Foundation, introduced the programs carried out by the foundation and the future direction of public welfare support to the participants, saying that the foundation will continue to support the high-quality development of medical institutions, and actively promote the improvement of hospitals with lean management and continuous improvement as the starting point quality of medical service and improvement of management level.

This seminar was invited Deng Xiaohong, Counsellor of the State Council, Director of DRG Quality Control Center of Medical Administration and Management of National Health Commission; Dong Jun, Hospital Accreditation expert of National Health Commission and Vice president of TEDA International Cardiovascular Hospital, and professor Lu Hongzhou, Secretary of the Party committee Shanghai Public Health Clinical Center, and a member of the National New Coronary Pneumonia Medical Treatment Expert Group, gave special lectures on How DRG is applied to hospital performance evaluation and medical insurance payment, Interpretation and data analysis of 55 national assessment indicators for public hospitals, Sudden public Lectures on “Health Event Management”, Hospital Lean Daily Management and Continuous Improvement” and other topics. The lectures vividly expounded the key factors of lean daily management, profoundly interpreted the hospital’s performance appraisal policy, and the application of DRG in medical insurance and performance appraisal in-depth analysis. Participants gave a high evaluation of the training courses, saying that the content of the course closely follows the current situation, has strong guidance for the development of the hospital, is closely integrated with the medical reform, and has captured the core of the hospital's development.
