博鳌亚洲论坛全球健康论坛大会-公共卫生与应急医学论坛顺利举办

 2021年6月3日上午，由博鳌亚洲论坛全球健康论坛大会组委会、北京华通国康公益基金会主办，青岛大学附属医院和广东省中医院承办的“博鳌亚洲论坛全球健康论坛第二届大会——公共卫生与应急医学论坛”在青岛顺利举行，共有来自全国25个省份（直辖市）200余名政府领导、专家学者及医院管理者参加。

会议首先由国务院联防联控机制科研攻关组疫苗研发专班工作组组长、国家卫生健康委医药卫生科技发展研究中心主任郑忠伟先生进行致辞。郑忠伟主任致辞中表示在秉持科学精神，踏实科学态度，遵循科学规律的前提下，公共卫生和应急医学在疫情防控中发挥重要作用，取得优异抗疫成绩；新冠病毒疫苗研发使用也创造了“中国速度”，保障了人民生命安全。

英国驻华大使馆大使Dame Caroline Wilson 吴若兰女士在会议致辞中表示，新冠疫情给全人类带来了极大的影响，合作共赢才是人类共同面对灾难、面对挑战的法宝，中国在抗疫疫情和新冠疫苗研发取得了显著成效，中英两国在卫生领域一直以来有着良好的合作关系，并期待未来中英两国作为世界重要国家携手共同支持发展中国家、加强与国际性组织如WHO合作，为国际领域的卫生健康贡献力量。

会议还邀请国家传染病医学中心主任、复旦大学附属华山医院感染科主任张文宏教授围绕“百年全球传染病大流行应对”，四川大学华西医院院长李为民围绕“华西应急医学体系建立与实践”，青岛大学附属医院院长董蒨围绕“智慧医院建设在应急体系中的作用”，中国中医科学院广安门医院党委书记王笑频围绕“传承精华 守正创新，中医药助力人类卫生健康共同体建设”，广东省卫生健康委副主任、广东省中医药局局长徐庆锋围绕“打造粤港澳大湾区中医医疗高地，健全公共卫生应急管理体系”等分别进行了精彩的主题演讲与经验分享。

最后会议分别以“探索“医防结合”，完善公共卫生体系”、“中医药应纳入公共卫生应急管理体系”为对话主题，邀请各省卫健委领导、全国中医院医院管理者进行高峰对话，分享经验和工作实践。对话环节由山东省中医院院长任勇主持，贵州省卫生健康委主任孙发、湖南省卫生健康委副主任祝益民、上海市卫生健康委医政医管处处长吴宏参与了“探索“医防结合”，完善公共卫生体系”主题对话；河北省中医院院长郭登洲、海南省中医院党委书记蔡敏、齐齐哈尔市中医医院党委书记兼院长张永刚、嘉兴市中医医院党委书记俞忠伟参与了“中医药应纳入公共卫生应急管理体系”主题对话。

在疫情全球蔓延的大背景下及在构建人类命运共同体的新使命下，加强公共卫生领域的国际合作和应急准备的经验交流迫在眉睫。本次会议“公共卫生与应急医学论坛”通过邀请国家部委领导、国内外行业内资深专家及国内大型医院管理者共同交流，分享了最新最有效新冠疫情防控和治疗方法，分享了医院如何应对新形势下的机遇和挑战，探讨发展路径，为共同推动医学领域的高质量发展助力。

Forum on Public Health and Emergency Medicine, The Conference of Global HEALTH FORUM OF

 BOAO FORUM FOR ASIA successfully held

On the morning of June 3, 2021, The 2nd Conference of Global Health Forum of Boao Forum for Asia--Public Health and Emergency Medicine Forum, hosted by Organizing Committee of Global Health Forum of Boao Forum for Asia and Beijing Huatong Guokang Foundation, and undertaken by the Affiliated Hospital of Qingdao University and Guangdong Hospital of Traditional Chinese Medicine, was successfully held in Qingdao. More than 200 government leaders, experts, scholars and hospital administrators from 25 provinces (municipalities) attended in the event.  

The conference was first addressed by Mr. Zheng Zhongwei, Leader of the Vaccine R&D Team of the Joint Prevention and Control Mechanism Research Team of the State Council and the Director of the Medical Science and Technology Development Research Center of the National Health Commission. Director Zheng Zhongwei said in his speech that under the premise of adhering to the scientific spirit, practical and scientific attitude and following the scientific laws, public health and emergency medicine have played an important role in the prevention and control of the epidemic and made excellent achievements in fighting the COVID-19 pandemic. COVID-19  vaccine’s research and development also created a "Chinese speed" to ensure the safety of people's lives.  

Dame Caroline Wilson, Ambassador of the British Embassy in China, said in her address that the COVID-19 pandemic has had a great impact on mankind, and win-win cooperation is the key weapon for mankind to face disasters and challenges. China has made remarkable achievements in fighting the pandemic and in the research and development of COVID-19 vaccine. China and the UK always have good cooperation in the field of health and look forward to the future as two important countries in the world to work together to support developing countries, strengthen cooperation with international organizations such as the WHO, and contribute to the international field of health.

The forum has also invited Prof. Zhang Wenhong, Director of National Medical Center for Infectious Diseases, Director of Infection Disease Department of Huashan Hospital, Fudan University, to give theme speech on Response of Centennial Global Pandemic;Mr. Li Weimin, President of West China Hospital of Sichuan University, to give theme speech on Establishment and Practice of Emergency Medicine System in West China Hospital; Mr. Dong Qian,President The Affiliated Hospital of Qingdao University, to give theme speech on The Role of Smart Hospital Construction in Emergency System; Ms. Wang Xiaopin, Secretary of the CCP Party Committee of Guang’anmen Hospital China Academy of Chinese Medical Sciences,to give theme speech on Inheriting The Essence, Keeping Innovating, Chinese Medicine to Help the Construction of the Human Health Community; Mr.Xu Qingfeng, Vice Director of Guangdong provincial Health Commission, Director of Traditional Chinese Medicine Bureau of Guangdong Province, to give theme speech on Build a TCM Medical Highland in the Guangdong-Hong Kong-Macao Greater Bay Area and Improve the Public Health Emergency Management System respectively.

In the end, by focusing on two summit dialogues of Explore "Combination of Medical Treatment and Prevention" to Enhance Public Health System and TCM Should Be Included in The Public Health Emergency Management System, the forum invited directors of provincial health commissions and presidents of TCM hospitals across the country to participate in and shared experience as well as work practices. Mr. Ren Yong, President of Shandong Provincial Hospital of Traditional Chinese Medicine, served as the host for the summit dialogue session. Mr. Sun Fa, Director of Guizhou Provincial Health Commission, Mr. Zhu Yimin, Vice Director of Hunan Provincial Health Commission and Mr. Wu Hong, Director of Health and Medical Administration of Shanghai Health Commission were the guests to join in the first summit dialogue. Mr. Guo Dengzhou, President of Hebei Province Hospital of Traditional Chinese Medicine, Mr. Cai Min, Secretary of the CCP Party Committee of Hainan Province Hospital of Chinese Medicine, Mr. Zhang Yonggang, President and Secretary of the CCP Party Committee Hospital of Traditional Chinese Medicine of Qiqihar, and Mr. Yu Zhongwei, Secretary of the CCP Party Committee of Jiaxing Hospital of Traditional Chinese Medicine were the guests to join in the second summit dialogue.

Under the background of global spread of the pandemic and the new mission of building a community with a shared future for mankind, it is urgent to strengthen international cooperation in the field of public health and exchange experience in emergency preparedness. By inviting leaders from state departments, senior experts from the health area home and abroad, and presidents of domestic large hospitals,  the conference of "Forum on Public Health and Emergency Medicine" shared the latest pandemic prevention & control and the most effective treatment methods, hospitals how to deal with the opportunities and challenges under the new situation, and explored development paths for hospitals in future, to jointly promote the high  quality development in the field of medicine.
